Cougar: When Edward Snowden’s revelations started flowing, the codename PRISM was one of the first revelations, an NSA system that collected data from commerical Internet service providers. DIA also had their own PRISM codename at the time, actually an acronym for Planning tool for Resource Integration, Synchronization and Management, a collection management software that was central to tasking intelligence assets to collect against the highest priority needs (and questions). There are five major collection management functions: writing collection requirements, building the collection strategy architecture, selecting assets, developing collection plans, and assessing responsiveness to requirement.
Now Cougar is replacing PRISM. Cougar/PRISM is just one of a dozen different collection management systems. For DIA, that means directing its own unique collectors – the military attaches and human intelligence collectors mainly at U.S. embassies and consulates worldwide. Whether Baghdad or Burundi, collection management determines what decision-makers and commanders want to know and the prioritization of each requirement.

Reserve (RSV): Though the BYEMAN (BYE) security control system dealing with the NRO’s satellite operations was retired on May 20, 2005, it’s now been replaced by a new control system named RESERVE. Control system means a restrictive category of Top Secret sensitive compartmented intelligence (SCI) information. In other words, one can have a Top Secret clearance with SCI access but then there are additional control systems that one needs to be admitted to in order to know more sensitive things.
Information revealing the existence and details of the NRO and the national reconnaissance in space, as well as technical details about NRO systems, were classified and controlled within the BYMAN security control system. Intelligence meant for general users (and basic details about the national reconnaissance program (NRP) were controlled in TALENT KEYHOLE and some other compartments.
When BYEMAN was eliminated, everything previously in the compartment reverted to being controlled by the TALENT KEYHOLE (TK) control system, the general NRO compartment. That is, everything except for BYEMAN Special Handling materal, which became part of the new NRO control system, RESERVE.
SETTEE: SETTEE is an NSA dissemination control marking, perhaps limited to South Korea, for specially control signals intelligence information.
KLONDIKE: The KLONDIKE control system is an SCI control system designed to protect sensitive Geospatial Intelligence (GEOINT).
